(ASX:CWN) Chairman James Packer says he is confident in the Phillipines gaming market and is not concerned about the regulatory environment.
Mr Packer's Asian gaming joint venture Melco Crown is constructing a gaming complex at Manila Bay worth $US1 billion.
It is one of three new casinos under construction in the precinct.
Mr Packer says the Singapore government has given the project its tick of approval and that has given him confidence.
He says Melco Crown has full management control of the project.
Crown generated a net profit of $180.7 million in the first half of fiscal 2013.
