The Malaysian government says Lynas Corporation (ASX:LYC) has applied for a temporary licence to operate a rare earth refinery in the south-east Asian nation.

The application has been forwarded to Malaysia’s Atomic Energy Licencing Board for consideration.

But the rare earth refinery has drawn opposition from protestors to the radioactive waste it will produce.

A Malaysian newspaper reports anti-Lynas groups are claiming there are too many restrictions in place for it to properly study the documents despite being told the documents were open for public feedback.

Lynas is reportedly placing full-page advertisements in local newspapers to defend itself from criticism.

Lynas Corporation reported a net loss of $59 million in fiscal 2011.
