Rio Tinto Ltd (ASX:RIO) plans to spend $3.5 billion to build an aluminum plant in Paraguay, that will produce around 670,000 tonnes a year.

For the year ended 30 June 2010, Rio Tinto reported a net profit of $7.36 billion.
